To make the cookies, place the sugar, oil, eggs, vanilla and lemon juice into a large bowl and beat with an electric mixer on medium speed until combined, about 30 seconds. Pour into a bowl and let cool for at least 30 minutes. Bring to a rolling boil, stir to dissolve the sugar and boil for one minute. Place the sugar and ½ cup water into a small saucepan over high heat.
